Is Starting 11 legal?

Yes! Starting 11 operates only as allowed by law. 

Laws regulating fantasy sports differ from country to country and state by state. Generally speaking, some countries and states allow cash games either with or without a license, and some don't allow cash games at all.

Starting 11 only offers cash games in countries and states where the law allows cash games and/or where Starting 11 has obtained a required license to offer cash games. We are very serious about complying with both the letter and the spirit of fantasy sports laws.


So where can I play cash games?

As of June 2018, Starting 11 offers cash games as follows:

For iPhone via the App Store:

  • U.K.
  • Canada
  • Germany
  • 33 U.S. states and Washington D.C.
    • (In other words:  All 50 states except for Alabama, Arizona, Delaware, Hawaii, Idaho, Indiana, Iowa, Louisiana, Missouri, Montana, Nevada, New York, Pennsylvania, Tennessee, Vermont, Virginia and Washington.)

For Android via direct download:*

  • U.K.
  • Canada
  • Germany
  • 33 U.S. states and Washington D.C.
    • (In other words:  All 50 states except for Alabama, Arizona, Delaware, Hawaii, Idaho, Indiana, Iowa, Louisiana, Missouri, Montana, Nevada, New York, Pennsylvania, Tennessee, Vermont, Virginia and Washington.)

*The Starting 11 app is NOT currently in the Google Play Store because Google policy currently limits paid fantasy sports contests. Starting 11 has applied to make the app available in the Play Store as soon as possible.

What locations are restricted?

Certain countries and U.S. states. If you are physically located in Alabama, Arizona, Delaware, Hawaii, Idaho, Indiana, Iowa, Louisiana, Missouri, Montana, Nevada, New York, Pennsylvania, Tennessee, Vermont, Virginia or Washington, you are prohibited from playing cash games on Starting 11. 

These locations are restricted because of state law requirements. If laws change in these states, Starting 11 will update this list. 

Note that cash game location restrictions are generally limited to your physical location when you enter a cash game. So even if you live in one of the states listed above, if you are traveling and are physically located in a state that allows cash games, you can likely enter a cash game while located in that allowed state.

On the other hand, if you live in a state that allows cash games, but you are traveling and are physically located in one of the restricted states, you will not be able to enter a cash game on Starting 11. The restriction is linked to your personal physical location -- not your home state or country.

That's why we require all Starting 11 players to allow the app to verify your physical location. We have to verify location to comply with the law.

Is Starting 11 licensed?

Yes! After a rigorous review process and independent third-party compliance testing, Starting 11 is proud to have secured a UK Gambling Commission Combined Remote Operating License in January 2018. The UK is known for its long-established, exacting regulatory standards in the gaming arena, and for its creation of a sports gaming market that can be trusted by operators and players alike.

Licensing is not required in Canada, Germany, or in the majority of U.S. states. Starting 11 does not currently offer cash games in any U.S. states where a license is required.


Has Starting 11's platform been tested?

Yes! The ISO-accredited UK company NMi Gaming, a market leader in gaming compliance testing and auditing, performed independent third-party compliance testing on Starting 11's platform and certified that Starting 11 is in compliance with the UK Gambling Act of 2005 and remote gambling and software technical standards.

NMi will continue to perform regular routine audit testing on Starting 11's platform.
